It's odd, though - if it is a collector's item, I'm damned if I can find a collector that gives it.

That is an item from a collector (Kilgore Rageheart in Vloxen Excavations, for five skelk fangs). Collector weapons can be a bit odd, as Gennadios said. Even though this one is inscribable, the Health +30 is an inherent mod rather than a core that can be changed. I think the collector weapons were set up this way on purpose, so that you can't just get a collector weapon and salvage a max mod from it. (The only ones with salvagable mods have non-max mods on them, such as the Ascalon Longbow of Fortitude from Pockmark Flats, which has a +25hp Fortitude grip.)
Aside from hoping for a good drop or buying one from another player, there are some other options for inscribable, upgradable focuses with an Energy Storage req, though none have the Golden Chalice skin. If you have the Bonus Mission Pack, you can get the focus of your choice (Undead, Tengu, Mursaat, Charr skins) by finishing the correct story. Otherwise, you can have one crafted in EotN (must be rank 4 in the crafter's rep) or in the Prophecies endgame area, but you must supply cash and the correct materials.
